Tim is a highly accomplished finance and digital transformation leader with a distinguished civil service career. Starting in 2005 as a graduate trainee accountant, he qualified in 2008 and held pivotal roles including Finance Controller and Business Partner, achieving a 35% reduction in net cash requirements. During the COVID-19 pandemic, he led the Midlands testing infrastructure and the UK COVID Antibody Testing Programme, pioneering home testing and diagnostics. At the UK Health Security Agency, he oversaw executive reporting and migrated 1.8 billion lines of code—earning “Team of the Year”. In defence, Tim led digital transformation for the Second Permanent Secretary, integrating digital solutions across operations, procurement, and platform availability. His team accelerated delivered digital outcomes and became the highest-performing in defence. He championed Agile Scrum methodologies, revolutionising delivery and boosting efficiency.
