Ivan Razumenic is a Principal Software Engineer at Microsoft, with over a decade of experience at the forefront of AI, Mixed Reality, and intelligent client platforms. He currently works on on-device language models for Windows, where he helped deliver Phi Silica—Microsoft’s small language model (SLM)—and its integration into task-specific text intelligence capabilities such as summarization and rewriting. Ivan is now focused on expanding the on-device SLM offering and enabling agentic workstreams on Windows, aiming to empower AI agents that can reason, act, and collaborate across applications locally. Build and customize local AI into enterprise apps with Windows AI APIs

See how Microsoft Foundry on Windows makes enabling local AI easy on Copilot+ PCs with Windows AI APIs — no cloud, hosting, or ML expertise needed. Use built-in models on Copilot+ PCs like Phi Silica to integrate built-in language and vision capabilities. Enable turnkey features like summarization, rewriting, and image understanding with minimal code. Customize AI models with own proprietary data using LoRA (low rank adapter) fine-tuning and app content search.
